Terrorism Impact

The Impact of Terrorism is one of the 23 indicators of peace measured by the Global Peace Index. It is an 'internal' indicator of peace, meaning it measures peace within a country.


The Impact of Terrorism is a quantitative assessment of terrorist incidents within a country, weighted according to fatalities, injuries and level of property damage caused. This indicator also accounts for the continuing impacts of terrorist incidents for a period up to five years afterwards.


The Impact of Terrorism is scored on a scale from 1 (lowest) to 5 (highest). The scores are banded in an eighth-root rather than a linear system, to account for a small number of countries with extremely high levels of terrorist activity which skew the banding results.

In countries that score 1, there is no or extremely negligible terrorist activity.

In countries that score 5, there is a vastly greater level of terrorist activity. Such countries represent statistical outliers for the sheer scale of the impact of terrorism.


The Impact of Terrorism is a quantitative assessment sourced from the National Consortium for the Study of Terrorism and Responses to Terrorism’s (START) Global Terrorism Database, a comprehensive, methodologically robust set of longitudinal data on domestic and international terrorism. For the Global Peace Index, the Institute of Economics and Peace has added weightings to the database to account for varying impacts of terrorism.
